The Commissioner-General of the Ghana Revenue Authority (GRA), Anthony Kwasi Sarpong, has revealed that the authority is targeting GH¢310 billion in tax revenue by 2028.
The move is aimed at increasing domestic revenue to help government finance its programmes and reduce the country’s reliance on borrowing.
The target also forms part of the GRA’s medium-term plan to improve tax compliance, expand the tax base and reduce revenue leakages without increasing existing tax rates.

Speaking at the Annual Tax Conference in Accra on Wednesday, August 19, 2026, Sarpong said the GRA collected GH¢182 billion in 2025 and is targeting GH¢225 billion in 2026.
He said the figure is expected to increase to about GH¢260 billion in 2027 before reaching GH¢310 billion in 2028.
“The GRA had developed a clear revenue mobilisation roadmap with specific targets for each year leading to 2028,” he said.
Sarpong said the 2028 target would double the GH¢155 billion collected by the GRA in 2024.
“We are on a decisive trajectory to double the tax revenue we raised in 2024, which was GH¢155 billion, to GH¢310 billion by 2028,” Sarpong said.
He explained that the GRA would focus on improving tax compliance, bringing more businesses and economic activities into the tax net, and using technology to make tax collection more effective.
The authority will also step up efforts to identify and close revenue leakages.
Sarpong reiterated GRA’s commitment to implementing the roadmap to ensure that Ghana generates enough domestic revenue to support national development.
