New Rules for Used Car Imports: Here's what you need to know

Ghana is not banning used cars completely, but from October 1, 2026, stricter rules will determine which used vehicles can be imported into the country.

The Ghana Standards Authority (GSA) says the new enforcement measures are aimed at ensuring that imported vehicles meet Ghanaian safety and technical standards.

The GSA will begin strict enforcement of the Pre-Export Verification of Conformity (PVoC) programme, which is based on Ghana Standard GS 4510.

Although the programme has been in operation since 2020, the authority says full enforcement of the vehicle standards will begin on October 1, 2026.

What is changing?

One of the major changes is that vehicles will be inspected before they leave the exporting country, rather than waiting until they arrive at Ghanaian ports.

Used vehicles must be inspected by a GSA-approved inspection company and obtain a Certificate of Conformance before they are shipped to Ghana.

The new requirements will also affect importers and vehicle dealers.

Importers, distributors, manufacturers, assemblers and dealers will be required to register with the GSA’s Vehicle Homologation Unit, while new vehicle models will need GSA approval before shipment.

15-year age limit

There has also been a change to the proposed age limit for used vehicles.

The GSA initially announced that used vehicles more than 10 years old would be prohibited. However, a revised framework issued on August 14 increased the age threshold to 15 years.

Age, however, is not the only restriction.

The new rules prohibit the importation of vehicles with major flood or fire damage, compromised chassis or safety structures, vehicles originally manufactured as right-hand drive, vehicles assembled from spare parts, and vehicles without speedometers displaying kilometres per hour.

What about vehicles already on their way to Ghana?

The GSA says vehicles shipped before October 1, 2026, will be exempt from the new requirements, even if they arrive in Ghana after the enforcement date.

The authority says the measures are intended to improve road safety and prevent Ghana from becoming a dumping ground for damaged and unsafe vehicles.

GSA Deputy Director-General Samuel Abdulai Jabanyite said the new rules followed consultations with stakeholders, while stressing the need to keep unsafe vehicles off Ghanaian roads.

For prospective buyers, the changes mean greater caution when sourcing used vehicles from abroad.

Checking a vehicle’s age, accident history, flood or fire damage, steering configuration and certification status before shipment could help prevent costly problems later.

In simple terms, Ghana is not banning used cars. From October 1, 2026, however, imported vehicles will face stricter checks before shipment, and those that fail to meet Ghanaian standards will not be allowed into the country.
