Government allocates extra Tema Port berth to ease cement makers' costs

The government has moved to ease pressure on cement manufacturers by temporarily allocating an additional berth at the Tema Port to speed up clinker clearance and reduce mounting demurrage costs.

The intervention comes amid concerns that congestion at the port and delays in clearing clinker, a key raw material used in cement production, are increasing operating costs and could put further pressure on cement prices.

Minister for Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, announced the measure after a closed-door meeting with cement manufacturers to discuss challenges affecting their operations.

According to the Minister, the three existing berths used to handle clinker imports are unable to cope with the current volume, resulting in a backlog of shipments and additional charges for manufacturers.

She said the Ghana Ports and Harbours Authority (GPHA), following discussions with the Ministry of Transport, had agreed to temporarily provide an additional berth to help clear the accumulated cargo.

“I’m happy to inform you that the Ghana Ports and Harbours Authority, under the direction of the Minister for Transport, have agreed to give us an extra berth temporarily so that we can clear the backlog and free the manufacturers from demurrage,” she said.

The Ghana Revenue Authority (GRA) has also introduced measures to expedite the payment of duties, allowing cement manufacturers to clear their clinker imports more quickly.

The Minister said the interventions formed part of the government’s efforts to reduce unnecessary costs faced by businesses and improve the competitiveness of Ghana’s business environment.

Director of the Tema Port, Tebon Zumah, expressed confidence that the measures would help ease pressure on cement manufacturers.

He said faster clearance of clinker and reduced port delays could help manufacturers contain their operating costs and avoid further increases in cement prices.
