Chief Executive Officer of the Youth Employment Agency (YEA), Malik Basintale, has outlined six key developments at the agency, including an increase in beneficiary allowances, plans to retain young people in the security services and four new employment programmes for 2027.

Here are six key takeaways from his presentation at the Government Accountability Series on October 21, 2026.

1. YEA's trades and vocational programme exceeds target by 73 percent

The Youth Employment Agency’s trades and vocational programme has recorded 51,900 beneficiaries against an annual target of 30,000, exceeding its target by 73%.

According to Basintale, the programme was the Agency’s strongest-performing employment module by percentage as of September 30, 2026.

The intervention provides young people with technical and vocational skills in areas such as carpentry, welding and hairdressing. It also supports beneficiaries who wish to establish small and medium-scale businesses by providing start-up tools.

2. Monthly allowances increased to GH¢800

He said YEA had increased monthly allowances from GH¢500 to GH¢800, representing a 60% increment, following a directive from President John Dramani Mahama.

Basintale explained that the adjustment formed part of efforts to improve the welfare of young people participating in the Agency’s employment programmes.

He explained that the YEA recognised the importance of ensuring that employment interventions provided not only opportunities to work and acquire skills but also better support for beneficiaries who contribute to public services and other assigned activities.

3. Security agencies to retain at least 60% of eligible recruits

Basintale said YEA had secured agreements with security agencies to absorb at least 60% of eligible beneficiaries after their two-year engagement period. He added that the agency was exploring opportunities in the private security sector for some of those who are not absorbed.

4. Four new job programmes planned for 2027

The agency intends to prioritise domestic services, delivery services, corporate support and agriculture.

Basintale said the programmes would equip young people with practical skills and create employment opportunities across different sectors.

5. YEA hints at possible uncapping of Communication Service Tax

Basintale expressed hope that the government would review the capping framework affecting Communication Service Tax revenue earmarked for the agency. He suggested the tax could be uncapped but said he would leave any formal announcement to Finance Minister Cassiel Ato Forson.

6. Jobs Connect platform to link customers with skilled workers

Basintale said YEA was preparing to operationalise Jobs Connect, a digital platform designed to connect customers with trained artisans, including plumbers, carpenters and mechanics. He said the platform would help users find skilled workers within their localities.
