President's Address was empty - Dan Lartey

The leader of the Great Consolidated Peoples' Party, Dan Lartey, described the sessional address of president Kufuor as empty and without structure for development in the country. He said the President was just elaborating on loans contracted, which could not be used for development projects.
Mr Lartey expressed disappointment over the gradual phasing out of the "Cash and Carry" system in the address, adding, that Ghanaians supported a positive change and not progressive change which seems to be the case now. For his part, the Chairman of National Commission for Civic Education (NCCE), Mr Larry Bimi said the address failed to comment on supporting key institutions that would strengthen democracy.
He mentioned such institutions as the National Media Commission, Commission on Human Rights and Administrative Justice and other democratic institutions. Mr Bimi, however, applauded the development and entrenchment of democracy in the country, especially the presence of leaders of opposition parties at the function.
