National (local) content and participation of nationals regulation applies to the manufacturing sector as well as the resource sector of oil, gas, miming and renewable energy.
It is the manufacturing sector which adds value to the commodities for cultural change.

I think the 5% minimum Ghanaian equity requirement is very reasonable and should be pushed. However the reality is that the huge initial capitalization if genuinely pursued is going to sieve out Ghanaian equity partners and Ghanaian businesses as they not have the financial capacity to commit to any foreign-Ghanaian petroleum partnership.
A back door way out will be for foreign companies who are willing to foot the entire partnership and be ready to give up 5% to locals Ghanaian(s) or companies. Some foreign investors with the tendancy to be "crooked" such as China, Turkey, etc may not have any problem with doling out the 5% to well connected Ghanaians (civil and political officials) to make things happen.
The US with it strong anti-graft laws stands to be sidelined and miss out on the business opportunities and this is where I strongly believe US Ambassador Cretz seems to have concerns with the "Local Content" policy push.
For clarity so that the Ghanaian public can be served equally, Ambassador Cretz may need to highlight on this issue further. That is my 5 cents.

Yes so lts do things the way Ghana would want it after all if a Ghanaiana owns it and keeps it in the system its best than an American or foreigner owning it all and taking it away. Now when tullow decided to float shares on the GSE how much were they selling one share? How many Ghanaians were able to buy? if trully the meant something good for Ghana and they knowing the size of our economy and atleast also keeping our interest they would have made the prices good enough for every Ghanaian to also get a chanc at even owning a single share in tullow but they were selling a share at 30 Ghana cedis when it lunched on the GSE. check with e records how many could be bought by all Ghanaians

The U.S. took away our nuclear reactor in 1966, when are they going to replace it. We need nuclear reactors to produce electricity which we have in short supply.
