Police Brutalise Civilians At Kotobabi

Fri, 22 Nov 2002 Source: Chronicle

THE POLICE at the Kotobabi, a suburb of Accra, have assaulted two public servants, Mr. Alexander Nii Quaye, a bailiff of the Circuit Court at the 28 February Road, and one William Blankson, seriously injuring them.

Mr. F.O. Squire, an auctioneer and Samuel Odame Kroffah, owner of an articulated truck, accompanied Mr. Quaye to execute court orders on the truck parked at the Kotobabi police station.

When they got to the place they met a crowd at the charge office where the police were allegedly assaulting suspects, including those in handcuffs at the office.

Mr.Blankson who went to the station with his friend to get a bail for the friend's wife, felt worried and advised the police to charge them or send them to the court, instead of assaulting the suspects.

According to him, one of the suspects was bleeding from his nose and mouth as a result of the beating. He said his advice infuriated the station officer, Chief Inspector Grace Bosompi, who ordered Constable Koomson, No. 33018, to arrest Blankson.

Koomson was later joined by Alex Kenny and Geraldo, No.28720, all of the same police station to assault him.

A struggle ensued among them, as Blankson resisted the arrest ordered by the station officer and he was dragged from his car and, in the process, lost ?470,000 and his Nokia mobile phone.

The court bailiff who pleaded on behalf of Mr. Blankson was also assaulted and arrested for "offensive conduct and breach of peace".

In the process of his arrest and detention behind the police counter for four days, he also lost ?20,000 and a wristwatch, according to a petition filed by Blankson and the court bailiff.

The two jointly sent the petition to a deputy commissioner of police and the regional commander of police with copies to the Attorney General, IGP, and CHRAJ among other institutions, urging them to urgently investigate the matter and possibly forestall further occurrence of such police brutalities.

The solicitors of the court bailiff, in another petition, urged the Greater Accra regional commander of police to ensure that all the police officers that were involved in the assault are brought to book.

According to them the conduct of the station officer together with the alleged police was deplorable, having engaged in assault, battery and abuse of human rights.

Solicitors indicated that the police on Monday trumped up and levelled charges against the bailiff.

When Chronicle reached the deputy commander of the Monitoring and Inspection Unit [MIU], Supt. John Kudalo on a phone, he said he had received the petition of William Blankson last Friday and was working on it.
