This is another informative piece.
However, my only problem is that this piece of legislation does not become yet another toothless institutional instrument. Or what you have aptly referred to as paper tiger.
And like you rightly said, lack of commitment in enforcing existing laws, coupled with the social canker of bribery, political elitism, social connections, etc., underlines institutional or constitutional nonchalance.
We do know lack of commitment is the major culprit lurking behind the immoral curtain of political inaction. What do we do then as a people?
This is sad. We need to drill the virtues of patriotism into the citizenry. Education is another channel. The masses need to know about the existence of these laws.
Improving the people's standard of living may also go a long way to address the problem of corruption.
And we need to set good examples as well. What do I mean? Those whose long hands are caught in the dragnet of official impropriety or malfeasance should be made to face the wrath of the law.
Too much politicization of national corruption cases do not augur well for the sanctity of the constitution and of proactive institutional interference.
Let institutional or constitutional enforcement of laws take over the conscience of the nation. It appears Ghana no longer has a national conscience, albeit it is the conscience of the people where the battle of accountability, probity, and transparency should begin!

We have witnessed corruption in Ghana since Krobo Adusei days in CPP era till date but the corruption under Mahama is whimsically alarming, so frightening that even the so called gargantuan criminals, the Trokosis, are ready to join the crusade to stop Mahama and his Azontaba thieves from bilking Ghana dry. "Gloria a dios". When it comes to corruption, never in the history of Ghana have we had a regime whose members are so daring and shamefully audacious than the Mills-Mahama and Mahama- Arthur regimes. It all began when Asiedu Nketia of Kwasia bi nti fame started selling blocks to the Bui dam authority at twice the market price with the explanation that his blocks possess the quality that no block in Ghana can march. Then again the woman arm robber, Betty Moulds, as the Education Minister, awarded contracts for the construction of six unit classroom block at a cost 240-280 thousand when the immediate past NPP government was doing same at 80 thousand. She also shamelessly cited quality of materials as the basis for that cost. And this happened at a time when these criminal where shouting from roof and treetops, claiming they have achieve single digit inflation. Forgettig about the senseless settlements of judgement debt to their cronies, Mahama criminally and recklessly made one time payment of about 35 million to Azontaba cottage for a contract to rear Nkomfem and plant trees on a semi desert in the dry season. The end result of the project is now history.
Anyways, if the corrupt government and their lackeys have realized the harm they have done to Ghana and want to pull the breaks on their nefarious and syndicated crimes, we welcome them and will do our possible best to support this noble cause. Ghana Abr3!
