It is a good idea, except we will probably call it a Task Force. A "Forum" might just give us nothing but talk - only good when you have time, or when the politician is actually not serious.
In the matter of serious, looks like Mr. Mahama is not thinking along the line you propose. Imagine the setting up of the new Ministry of Energy, or is it Power, out of the blue - without any input by citizens, experts, industry, the youth, etc.
So, as you say, we do not have much time.
People are dying, literally.
But it is not the responsibility of development partners to get Ghana out of the "lurch."
That is the responsibility of Ghana's leaders.

The only credible alternative to all the talk is the 2000MW Ketu Power Project. Unfortunately, the powers that be are holding this project down so the could have theirs ahead.
Poor Ghana.
