There is no sustainable activity here.
These activities are perpetrated by organized criminals who would hound out legitimate traders. If any action is taken to root out the criminals, they will relocate en masse because they are all operating in gangs and the crime leaders will not like the heat.
Your campaigning seems to be a bit off to me. The reports coming out indicate that you are more likely to encounter a fraudster than a genuine trader.
Solution: The sale of phones within the precinct should be banned unless sold from a registered premises that the police can visit.

There can not be 24 hr business running at the Nkrumah circle. The city authority should ensure that all business spots like Nkrumah circle, Abeka Lapaz, Madina etc close business by 9pm. There too much noise and criminal activities around the nite in Thess places. Mere police patrol is not enough. Business should end and people should go home.
No one should be allowed to loiter around these areas after certain time of the nite.
