I'm sure before Charlotte Osei was appointed by President Mahama as Chair of the EC, due diligence was carried out on her nationality and Ghanaian citizenship. There're inaccuracies and factual errors in Wikipedia. So, you cannot rely on what you've gleaned from Wikipedia, rumour, hearsay, and gossip as every indication of her actually being of Nigerian heritage. Just take her to court to prove her nationality if you've serious concerns about her Ghanaian citizenship.
For now, focus on her competence, conduct and professionalism as Chair of Ghana's EC.

He wants us to believe that her father is a Liberia and that she acquired her Ghanaian citizenship through marriage. When people are critical of someone in authority, they say that person is not a Ghanaian. Kutu Acheampong, Kwame Nkrumah, Rawlings among others were said not be Ghanaians by their distractors. Whether she is a half or a bonafide Ghanaian, Ms. Osei is qualified to lead the EC.
