Is he not trying to help our nation by raising an issue which is at the heart of our governance problems? If we had a stronger, efficient and effective civil service would it not support the delivery of the government's programme to the benefit of all of us?

Baba Jamal is saying that the situation is so entrenched that it is difficult to change the culture. Remember that every administration has just 4 years to deliver its programme, and relies on the civil service for this. How can government carry through its programme while at the same time reforming the very civil service which is helping it deliver?
Such change can only come over time. It would probably require a gov't to be in power for at least 8 years. You can also be sure that any such attempt to change the civil service culture will be met with stiff resistance from within.

It's simply because their salaries are nothing to write home about.Their minds are constantly racing in their skulls as to how to make ends meet rather than their minds being on the job,so if corrupt politicians like you would stop stealing money from government coffers and channel money into paying the a living wage,it would go a long way to eliminate what you are talking.
You stay late not because you really love to work,but to stay and scheme on ways to create,lot and share.

Living wage?Rubbish.Do you know what it is.We are a poor country,the civil service wages take about 65% of total revenue,25% for interest payment on Mahama loans.We ate bankrupt!

As a minister, aside from chopping our money, what innovative agenda's did he pursue to stimulate his public servants. It starts from the top. There was no policy direction and no innovative programs to run hence the public servants had nothing to do. I
