Flashback: Deleted ghost names saved Ghana GHC111.2m – Seth Terkper

Former Finance Minister, Seth Terkper announced that an amount of GHC111.2 million was saved after non-existing names of about 6,000 people were cleared from the government’s payroll four years ago.

The said amount above was garnered after the government undertook a nine-month cleanup exercise from January to September 2015.

The call for the deletion of ghost names on government's payroll still persists as current Auditor-General, Daniel Yao Domelevo in 2018 appealed to heads of government institutions to help clean their payrolls to save the country more money.

According to him, the country cannot invest because 45 percent of the country’s revenue is spent on paying about 600,000 workers.

He further called on both employers and employees to help protect the public purse.

The deletion of close to 6,000 ghost names from the public payroll in the first three quarters of last year prevented the dissipation of GHC111.2 million, Finance Minister Seth Terkper has said.

Mr Terkper said from January to September 2015 alone, 5,861 people were deleted, with cumulative savings for the nine months of about GHC111,256,375.44.

The deletion of the ghost names was part of government’s payroll management system.

As part of the payroll clean-up process, the Controller and Accountant General uses the Electronic Salary Payment Voucher (E-SPV) system that allows for real-time validation of each employee before the payment of monthly salaries.

Also, unit heads in public institutions now determine who should be paid for a particular month.
