The Esperance full back failed to secure an entry visa to the European country for the friendly match to be played on Wednesday in Podgorica.
The 27-year-old was in action for his club in the CAF Champions League over the weekend – where he helped his Tunisian club to an impressive win at Gor Mahia.
Afful therefore drops out of the 21-man Black Stars squad for the game against Montenegro having failed to secure the requisite travel document when he returned with his club from their successful Champions League game in Kenya.
The ex-Asante Kotoko loanee will be unable to catch the eye of coach Kwesi Appiah before he names his World Cup squad in May even though it is widely believed that his position is safe.
