The chairman of the Ghana Football Association, Mr Ben Koufie has identified corruption and lack of comprehensive development programmes as the major hindrances to the growth of football in Ghana. Speaking at a strategic Planning workshop, the GFA boss unveiled a proposal for a five-year plan for the development of football in the country.

The sixteen-point-objective development plan scheduled to start in September 2001 to August 2006 embraces the development of both men and women football at the youth level and an accreditation scheme for the training of coaches.

He stressed that the essence of the development plan is to cater for the African Cup of Nations in 2002 2004 and 2006.

The plan will also take care of the Olympic games in 2004 and the World Cup of 2006.

The proposed plan has already come under some criticism for focussing only on national teams and not clubs who are also important partners in the development of football.

His proposal was also criticised for focussing on only technical issues rather than administrative policies.

Some of his critics, including a former chairman of the Ghana Football Association, Nana Sam Brew Butler, agreed that although the targets in the plan are attainable they may be derailed by certain institutional constraints.
