According to The Sun, Chelsea wants him to agree to terms on a new deal before allowing him to leave on loan in January.
His current contract has 18 months left to run on it, but there has been no breakthrough in talks between the two parties at this point in time.
Meanwhile, after a meteoric rise to prominence for club and country, USA international Pulisic is a January transfer target for the Blues.
The Dortmund winger's potential arrival would surely mean even less game time for the England Under-19 international, who wanted to leave on loan in the summer.
