Hearts to report AC Horoya to FIFA

Hearts of Oak are considering lodging an official complaint to FIFA over alleged tapping up of their player Patrick Razak by Guinean club AC Horoya.

Officials of AC Horoya had arrived in Ghana over a fortnight ago in an attempt to force through the transfer of Patrick Razak from the Phobians.

The Guinean club were however unsuccessful in their bid to lure the flying winger despite tabling an improved offer from $60,000 to $80,000.

Officials of Hearts of Oak had refused on basis of principle to meet with their Guinean counterparts after it was revealed that they had turned the player’s head with a lucrative offer.

AC Horoya had offered Patrick Razak a sign on fee of $50,000, a monthly salary of $4000 (excluding bonuses), a car and furnished accommodation if he signs with them.

The Guinean club also promised to build a house for Razak in Ghana at the location of his choice.

But Hearts officials were infuriated by this move as they had not given AC Horoya the permission to speak to the player.

The move by Horoya infringes on FIFA’s rule regarding player transfers.

Per FIFA rules, any player under contract cannot speak to any suitor unless he is granted permission by his existing club.

And with clearly in violation of this rule, Hearts are considering their options in getting the Guinean club sanctioned.

“We refused to speak to the Guineans because we found out they were already speaking to our player without permission,” a top Hearts official told FootballMadeInGhana.com.

“This is unacceptable and we will take this up.”

Officials of AC Horoya have since returned to their base in Guinea after they were unsuccessful in their pursuit of the player.
