Ghana took a first-half lead through Alidu Seidu's thunderous effort, but Oumar Sako levelled the score in the dying embers with a rebound shot from a poorly defended corner kick.
Ghana could not kill the game off after taking the lead, as Inaki Williams and Mohammed Kudus missed their respective big chances in the second half.
Williams' goal-bound shot from a difficult angle was tipped away by the goalkeeper, while Kudus' shot from close range was blocked.
Niger showed urgency and resilience, which aided them in earning a point in the difficult encounter.
While Ghana and Niger shared points, Angola beat Sudan to take the top spot in Group F. They lead the group with 6 points, followed by Sudan with 3, while Ghana and Niger are both tied with a point each at the bottom.
