Records have shown that anytime there's delay release of funds for Events ,Ghanaians try to cut corners. Do not be surprised that prices of items will be inflated to catch up time lost. The Sports Minister shd have been proactive by arranging with the Banks for some Overdraft whilst waiting for the Finance Minister. Yes the Overdraft will come with an Interest but he can defend this to the state.

What is improvements? After sitting on the cash and disgracing Ghana? The bad impression has been known worldwide so stop the crap you're talking about. As for NDC everything is mediocre. Is this mess worth celebrating to the extent you celebrating bronze as a second medal won by Ghana the host country. You don't want to spend money but want results.
