  It's time to pay private electricity suppliers. VAT on top is not the legal way to pay. They should have paid suppliers when Covid donations came from across the World, Euro Bonds 500 Billions every February annually. Loans from World Bank, China and Paris Club members. 21 percent on top of a regular light bill does not boost the economy or any business. Factory will pay more for power supply, left with less money to pay workers. Workers have little income and pay again more for electricity supply. Cocoa Farmers never see that light.
