GRA can do better if they have been prosecuting business and political connected tax criminals who evade tax. How much income tax do people who horde money in their houses pay? Government must learn to spend within the available revenue generated. Our economists know that it's not good for a country to spend more than it earns. It leaves future generations with crippling national debt. Greater part of our GDP will then have to be used to service this debt and less available for productive purpose and hamper economic growth. Government economic advisers know this so why do our governments keep on incurring debts?
