  The bold thieves aren't scared of stealing, because they have the backing of the operators of the state. Why so? Because of Rawlings winner takes all 1992 constitution. Where an elected President appoints Party apparachiks, family and friends to manage all State institutions. To the extent that the political parties even control who should be majority or minority leader in Parliament, when Parliament is supposed to be an independent arm of Gov. Ghana is doomed without Review of the 1992 Constitution.

Do the laws only apply to poor criminals?
