  I am confused. Is there a policy that currently restricts what time people can run their businesses? People are free to engage in a 24 hour economy as-is.

  24hr economy is not possible, the demand for goods and services is weak due to our weak cedi the ndc has goofed they just want to decide Ghanaians it wont work
