  In surprised Smith-Graham painted the picture as though BoG made the directive only to UMB. The BoG letter attached was actually to all Commercial Banks. So it clearly amounts to a directive. Act 930 gives BoG enormous powers, which I have personal issues with. But until the 2016 law is amended, it remains effective. This director clearly shot himself in the foot. I agree with the high court ruling and he's bound to fail on appeal.
