  Everything thing this touches becomes a disaster. International lenders will not lend to cocoa board again, because of mismanagement. The haven't been able to deliver cocoa beans that they sold forward, they owe a lot. Without any money, how is cocoa board going to buy from farmers? This move alone will further reduce output because farmers will react by smuggling the beans outside. Further worsening the woes of the country.
  He said savings will be made. How true is that? Is cocoa board going to source funding from free sources?
  The backwardness is too much.
