Alternatives such as?
Hold the managers responsible , sack them or jail them and refinance the banks, and put responsible people in there! Or even nationalise it. Its myopic to close banks and send lots of people and their dependants starving!

Banks are needed in villages.
I went round a lof of unibank branches with a cheque of 1200ghc for 3 weeks in 2013. I finally had the cheque hounoured at the ridge branch with the help of an insider. Dishonesty at the top
