  Great article and insights. I want to add 1 question. Why did Ghana buy shares at a considerable price of AT whilst the 2 giants behind it decided to close shop ??? They could have had them for free.

  Government in Ghana under this 4th republic have successfully messed up the cellphone market with bad assets sale and so-called partnerships. Telcos everywhere are cash cows. They are capital intensive but the ROI is high if the right caliber of people are put in charge.
  This is where successive Ghanaian govts have failed at. If you look at the history of South Africa's cellphone industry, govt was a major player in the formation of that country's big players (Vodacom & Mtn). They did this through Telkom, the national telco. Shares were later sold to private sector and trade unions. Ghanaian politicians are so hell bent on enriching themselves that, if there is nothing in a deal for them, they don't bother.
  Hence nothing works!! Our revenue generating assets will continue to be auction off at cheap prices for kickbacks.
