  what is this craziness of outstanding salaries as if it is normal. Governing party spends insane moneys and funds on election campaigns but somehow forget to pay salaries of workers. I think there should be a law banning government and its agencies from incurring outstanding salaries to their workers. All workers must be paid on time. the salaries are covered in the budgets already anyway.
