  In most cases it's the govt ministries and institutions who don't pay their bills on time. And these bill are huge to cripple the service providers. The common man has to pay bribes to get a meter which is always unavailable ...

  In most cases it's the govt ministries and institutions who don't pay their bills on time. And these bill are huge to cripple the service providers. The common man has to pay bribes to get a meter which is always unavailable if one was to go through the normal process of acquisition. Let's hope we can see the right turnaround as per the Reset Ghana manifesto of the NDC govt. Attracting investors into this sector can improve the efficiency, sure but remember you're giving away a govt asset to external management, so can't have the cake and the cherry then. I think we can easily manage our institutions effectively if we route out the corruption that exists in the processes involved. That's actually killing the good intent of what is desired.
