EVEN OUR COLONIAL MASTERS RECORDED BUDGET SURPLUSES JUST AS DO THE TAX-FREE GULF ARAB STATES OF QATAR, SAUDI ARABIA, THE UAE, ETC., ALL OF WHOM HAVE BILLIONS OF SOVEREIGN WEALTH FUNDS IN US DOLLARS BECAUSE THEIR ECONOMIES CONSISTENTLY DECALRE BUDGET SURPLUSES.
