Maybe Ato doesn’t understand basic public debt management principles.. If you borrow from treasury bills to service previous NPP debts, it is still borrowing on your watch.. When Ken Ofori atta was servicing the previous NDC regimes debts, it had to borrow to be able to service the debt, but the borrowing were all counted as part of NPP borrowing.

What exactly does net borrowing mean? You inherited a loan through T bills I believe. Do you have use for the loan? If yes, own it. If no, pay the investors back. Otherwise, then once you are using the loan then you own it.
