  I just cannot understand those who run the state enterprises.
  For instance the State Insurance Corporation has given workers' fund management to private, mainly foreign insurance companies that make money and repatriate it home.
  The State Insurance Corporation must as a matter of urgency enter the management of workers' tier 2 and tier 3.
  Also manage the tier 2 of the informal sector.
  When government employee are on courses outside their stations, they must as a matter of fact use state hotels.
