    Since it had been increased to 500 Cedis, I thought the best was to maintain the price and not to increase it further. Price stability is key, because as it stands now, people have been used to paying 500 Cedis.

    Unnecessary.
    On the average a person uses a passport for more than 5 years. Unless you are frequent flyer and those people can easily afford 500 cedis.
