Because if you did, you would know that Randy made the statement as a result of strategic moves he personally made to protect and safeguard the operations of the LBCs. The man said he met the central banks folks, and he proposed to them that they should release about 3 percent of the 25 percent deposits made by all banks at the central bank so it can used as a cocoa syndicated loan to finance the LBCs. That is a laudable idea if you ask me.
