Byuilding code changes and enforcement WILL go a long way to address flooding. In Accra and Kumas, every square centi meter is cemented. If cementing compounds is prohibited, the land will soak most of the rain water. As it is currently, these cemented foumes and facilities act as roof and the water runs into gutters not designed for those volumes of water.

Not to bother covering them? And we forget that we can avoid malaria if they were covered because no idiot will throw garbage or refuse into them? This is not rocket science now. Town and country planning of our assemblies have been useless over the years.

We don't do the easy things but rather want billions to squander and chop.
