  It doesn't matter where it is placed. In the developed countries Agriculture Research are carried out in research institutes or at universities. What matters is that the research is done. It is only in Ghana that we spend so much energy on where to place the research. Move the research to the universities. Why not establish an Agricultural University which could cater solely for training agriculturists and carrying out research. A ministry is a bureaucratic institution and definitely not the right place to carry out research.
