    Google it. The manifest is just like a list of all goods on the ship. Before the ship arrives customs know what is on board but with unmanifested goods customs is in the blind till they inspect.

    It is not just to avoid tax but most often these are stolen cars. They just want to avoid it being tracked/traced to the country where these cars are shipped to.
