  Google it. The manifest is just like a list of all goods on the ship. Before the ship arrives customs know what is on board but with unmanifested goods customs is in the blind till they inspect.

  These are likely stolen cars cos the manifest is public record and thus may match stolen cars abroad.
  It may also be an attempt to dodge duty

THEY HAVE NO INNER RIVERS AND LAKES, SO THEY CANNOT HAVE DAMS AND WATERFALLS, BUT THEY NEVER HAVE "DUMSOR" OR SPORADIC ELECTRICITY SUPPLY AND WATER SUPPLY PROBLEMS, WHY? BECAUSE THEY PUMP SALTWATER FROM THE GULF, DESALINATE, TREAT AND FEED IT THROUGH A NETWORK OF PIPES. THEY ALSO HAVE MASSIVE PHOTOVOLTAIC PANEL SMART TECHNOLOGIES FOR GENERATING ELECTRICITY, DESPITE THEIR MASSIVE CRUDE OIL AND NATURAL GAS RESERVES FOR POWERING THERMAL PLANTS AND GENERATORS FOR GENERATING THERMO-ELECTRICITY.

  It is not just to avoid tax but most often these are stolen cars. They just want to avoid it being tracked/traced to the country where these cars are shipped to.

When discovered, they should be given two weeks to provide the proper and correct documents or the cars seized for use by state security agencies!
