  The Chief Personnel Officers who do not ensure that those who left their departments are removed from the payroll should be arrested and prosecuted for negligence of duty. We have to set an example to deter others from committing the same blunder. The Ghanaian society is too indisciplined all because there are no consequences for misbehavior and not adhering to the law.
