  In Ghana doesnt make sense to me. How do you get a refund if the goods
  1. Not fit for purpose
  2. are lost in transit.
  3. never arrive at port
  4.there's an overpayment.
  5.the duty payable is significantly less on the day ...

  This a voluntary option made available for importers. It is not compulsory if you think otherwise. The refund is totally possible

  The most important thing importers are looking for is the reduction of the unnecessary import duties at the port, which the president mentioned during his campaign. Until that is done everything else is a joke ,lip service and empty promises.
