  Without the unnecessary insult you leveled against your motherland, you asked a very smart question. I have also never understood why Cocoa Board always solicit syndicated load to enable them purchase cocoa from the farmers. The humongous overhead at Cocoa Board must be slashed to about half. Most of the revenue from cocoa is spent on administrative cost. We can't repeat the same inefficient management and expect different results.
