He can not be the best performing minister. What has he accomplished? As far as I am concerned the best performing ministers are the finance minister Forsen and the Foreign minister Ablakwa Okudzeto.

In a class of elites, hiwever one must excel so you know the parametres under which tou ascertain and justify that the minister of Agric is the best minister for the year. What you should bear in mind is that his achievements were under the efficiency of how well the cedi was managed.
