It is a grant, not loan.
That aside, Cecelia Dapaah could easily do that with her funeral donations.

Grant is not loan
It's a shame to be a Ghanaian, while government appointees are hoarding millions even in their bedrooms and all of them driving SUVs,we have to rely on countries to borrow us money before we can expand our bus services.
Is it that you don't know what grant is?

How many buses can one million euro buy if even one bus is priced fifty Thousand euro. Let's be serious as a country and stop these political nonsense
How can we develop if always waiting for foreign money to do things. Very sad to hear that!
Good road network should be one of your immediate priorities. That will give long life to the buses. Also as a minister of Religious Affairs you should clamp down on those false and confused prophets.
Why would we go for 1 million euros grant for what. Please DM, don’t champion this as an achievement. We must learn how to raise money within and invest in our infrastructure’s
Mr DM, come again, because by the definition of a grant, it cannot be used to revamp the Ayalolo bus service.
What a SHAME, Ghost names monies ,consumed by few selfish officials could have funded this.
NDC is loosing power gradually. They are confused. Is Ayalolo the 24 hour economy?
Is the imbalance in market prices 24 hour economy. SHS students buying their own textbooks 24 hour economy.

This is exactly what happens when you put Greedy thieves to manage Ayalolo transport system .
Makes no sense. You are spending on helicopters and yet waiting for a loan for transport vehicles that will benefit the general population
You telling me Ghanaians that you are waiting money from Spain to run your public transport What a shame when the government is saying it has made billions from gold . Shame mr minister
I taught our most useless president in our country history said he will never borrowed again and used only internal generated funds to develop the country and infrastructure. So what am I hearing?
$10 billion dollars was wasted for nothing without a single benefit for the country only to be told it was used to strengthen the cedi but rather stolen by the criminals government.

So we sit and wait for a 1 million Euro grant from Spain before we fix this short-term transportation mess in Accra? Something does not make common senses here.
This is as pathetic as it is ludicrous. We spend ten billion dollars to artificially prop up the value of the cedi and go with a cup in hand to beg for a loan of one million pounds.
With this kind of mindset and attitude, h ...
