It is not surprising that during the tenure of the CEO of Cocoboard, they could not arrange funding for the purpose of buying the cocoa. He (CEO) does not know what cocoa is, let alone the seaon for its harvest. If he knew anything about finance, he could have raised funds locally and paid for the available cocoa. And when their expected fund arrived they could have settled them.
But it is the case that in Ghana we give the carpenter the tailor's job. And instead of fine threads and seams we see nails all over. The cloth becomes useless. Denying cocoa farmers their proceeds for the usual Xmas celebrations is an abomination. The minister is incompetent and the ministry is not fit for purpose. It is a shame that NDC government's incompetence is coming back to haunt Ghanaians. It is not only in the agriculture, but also in health and communication. Look at the 'farmer' minister of health messing up the very well established systems of the Ghana national health service. The ministry has no expertise in systems change. They have never heard of pilot or parallel running method of systems change. The records of patients and the database for the reference to patients' history were lost before a new one ( never tried) was being tried. The huge cost of this enormous error and incompetence might be swept under the carpet. But the medical officers, pharmacists, nurses and other health workers know very well the human costs incurred so far.
