  This case is dead on arrival. The cargo is purely bound for Niger on transit regime. The consignee was initially enrouting through Benin and Togo but decided to use Ghana since December and there are documentary evidence of his past and current records. The importer was in Ghana to speak to the release of his goods since they are targeting Muslims Ramadan. He is also thinking of taking GRA to court since he is a legitimate business person. I asked him why he decided to be using Ghanaian route. His answer was 1. Terrorists attacks on Northern Togo and Benin into Niger though it is shorter. 2. The trucks from Togo Port through Ghana have long chassis which is not allowed in Benin and Burkina Faso hence smaller trucks are positioned to take the goods from Burkina Faso Border under military escorts through Kaya to Niger. My concern is that, GRA - CD should had check the ICUMS platform to determine the transactional model and advised the minister accordingly but the FAILED for best reason known to them. The informant should be arrested for misleading the revenue authorities. My free counsel for GRA :
  1. GRA should consult NIB for their findings
  2. GRA should consult the embassy of Niger in Ghana for the authenticity of the consignee and what legal action he can take to embarrass Ghana
  3. GRA through our external intelligence can check the status and credibility of the consignee in Niger
  4 GRA can also consult the president special envoy to the AES since he is in touch with Burkina Faso, Mali and Niger. The Lord be our helper.
