You must find commercial ways through tax collection and networks with your local mps and others investors to solve your problems with roads, water and electricity otherwise nothing will change. Once you fix the roads you can charge a toll and even invest in a coldstore and charge rent to those who use it. The leaders of this group must sit down with bankers to devise a tax collection and investment plan with the fish sellers with local investors..dont wait for govt they won't help you
