  FBI shouldn't be surprised because this car theft issue and many other things including cocaine issues has been going on in Ghana for long time and they are both connected and linked to the political class. The government is part of it, and has a knowledge of those who are doing it but because they are all in bed together they use the system to protect their criminality.
