The waste management companies provide only one waste bin so segregation becomes impossible at the user end.

They should provide 3 bins for the user and 2 (for BOTTLES and PAPER), at public spaces, not tied to any one user, but everybody may throw their bottles and paper waste.
Name, do we have a waste sorting facility in the first place?
Until we get automated waste sorting/segregation machines, we can use man power: hundreds of people without any occupation are walking about aimlessly. They can be employed to do so partial sorting.
