EOCO probes alleged GH¢55 million misappropriation at IMCCoD

Ghana's Economic and Organised Crime Office (EOCO) has confirmed the arrest of Dennis Miracles Aboagye, former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), over allegations that approximately GH¢55 million in public funds was misappropriated, diverted, and stolen from the Secretariat.

In a statement issued on Monday, July 13, 2026, EOCO said the alleged loss was uncovered through a forensic audit covering the period from August 2022 to February 2025.

The audit was triggered by a petition submitted by IMCCoD's current Executive Secretary.

According to EOCO, the GH¢55 million represents suspected theft, misapplication, and diversion of public funds during the period under review.

The agency said investigations into how the funds were allegedly moved are ongoing.

Aboagye, popularly known as Miracles, was arrested at Kotoka International Airport on Saturday night after allegedly attempting to leave the country before a Stop Order issued by EOCO could be enforced.

The former IMCCoD Accountant, Gerald Appiah, has also been arrested and has voluntarily begun refunding part of the funds in what EOCO described as "returning the loot."

However, the agency stressed that the repayments do not bring the investigation to an end or exonerate any suspect.

"These recoveries do not, by themselves, conclude the investigative process, neither do they absolve any suspect of any crime," the statement said.

Both men, along with other individuals still under investigation, are being investigated for six suspected offences; conspiracy to steal and stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, and money laundering.

Aboagye is expected to be granted bail in accordance with Ghana's Constitution, while Appiah is completing his bail conditions and is expected to be released as investigations continue.

EOCO said it will provide further details on the financial transactions as the investigation progresses.
