It’s a good initiative, but it must not become an excuse to impose excessive or exploitative fees on importers. The responsibility for pre‑inspection should rest with the importer, and if the information they provide turns out to be false, they should bear the consequences — not be charged upfront for unnecessary costs.

Most of these issues can be avoided if a proper pre‑clearance portal exists. Importers should be able to upload photos, submit details, and receive an initial indication of whether the item can be imported. A clear disclaimer can state that the results are not final, but at least it prevents surprises. No additional charges should be introduced; duties and taxes are already high enough.

Customs officials also need to stop the corrupt practice of determining a vehicle’s age using the date printed on the seat belt. That is fraudulent, misleading, and legally questionable. If this is done to my vehicle, I will take legal action to set a precedent.

Finally, the law must recognize that some vehicles are manufactured in one year but sold and registered for the first time several years later. You cannot apply the rule blindly. If a car was built in 2015 but sold as brand new in 2017 — and there is credible documentation from the relevant authorities — that evidence must be accepted. There are multiple legitimate ways to verify this, including official vehicle records from the country of origin.

You must be wise enough to understand that at a certain point, there’s not much to be added in terms of technology over a ten year period . There’s always a saturation period . Just more tweaking of already existing technology. For instance , a 2016 C300 has ADVANCE DRIVER ASSISTANCE SYSTEMS like the lane departure warning, forward collision resistance among others depending on the trim of the vehicle . Compare that to a 2025 C300. Not much has been added by way of safety systems, just a little add on and more strengthening . Can you confidently tell me that a 2017 Honda CRV is not fit enough to ply the roads of Ghana? Really? In the last ten years, what’s been the advancements on our roads and pedestrian systems that makes a 2017 HONDA CRV obsolete in the next six months?

You don’t just open your mouth and call a car over aged because it is ten years . Prove to us why it is over aged and not useful to us. Even the manufacturer doesn’t look down on these cars the way our poor but arrogant selves do. What have you produced before ?

In fact, Chinese cars today are of better quality and lower price, half or even quarter the price, than what you buy from Europe or America because labour is cheaper.

So if Ghana wants to go Chinese, allow.
It's up to you to diversify your source of imports.

Used cars in over seas are better than those in Ghana. In the UK we don't have over age cars due to the system but, in Ghana those responsible to force the system to work are the problem. Bribes are every where.

China doesn't have any year limit on cars. Rather we have annual checks after 5 years. This is what we have to do instead of year limits.
Even if developed countries allow cars over 30 years to be on the roads, how come a country that cannot even produce motorbikes set a 10 year limit on imported vehicles?

Accident Vehicles, such as from fire and water disaster from EU countries will not be apporoved from DVLA to use Ghana roads. Most of the cars landed in Ghana through ports will be sent for repairs, mechanicle engineerin and control. The next action is the inspection and authorisation from DVLA giving permit for the quality of repair and control. Before ever driving on Ghanas roads. Please, let us make things complicated for our people.

The year of a vehicle does not really matter that much in deciding the road worthy suitability of vehicles. Vehicle must be evaluated on their odometer readings , emissions and physical inspections of these vehicles. A vehicle can be over ten years old but it is used to the minimum, looks good with less mileage, while a two years old vehicle must be overused, looks worn out with a lot of mileage. Ghana does not make vehicles and not everybody can afford to buy new or fairly recent made vehicles so the ten year limitation on vehicles is not a wise idea. Ghana has some vehicles that are not road worthy in the country but they are still being used to transport passengers. It is time the transportation authorities remove all these non worthy vehicles from the system. Even though odometer readings can be manipulated, imported vehicles must be inspected on their odometer readings, the physical appearance and look of these vehicles and their emissions.
