  If equipment are old, then what is university research people waiting for?
  A start up could be given contract to manufacture this and money flows to that business and supply chain. And goes back into economy.
  
  Then things begin to expand.
  But now the Land Cruisers keep burning the the money so who would think along those lines? Damn.
